[pct-l] Mt. Laguna Monument Peak

I can't find a higher peak in the Lagunas. It's OK to hike up there. The
places you need to stay out of should be well marked or fenced. The road
may be paved now. The Air Force Radar Station listed on many maps south of
monument peak is abandoned, though there are other active facilities. Good
views from the peak, also good views from many spots right on the PCT.
