You can avoid hitchhiking pretty well in Oregon and Washington if you plan your maildrops carefully. The only place where you'd have a problem is Stevens Pass in Washington. There's no services there at all so you'll need to go somewhere to get supplies. Hitching with a dog is probably not impossible but I'd guess it would be much more difficult than by yourself.
There have been several good posts in the past with lots of advice for safe hitching. You could search the archives for them.
