[pct-l] Drakesbad ranch is now closed to PCT hikers

Do you close a grocery store to all paying customers because 
of one shoplifter?

Nemo's actions would seem to be unfortunate, but paying for 
services is not trail magic in the first place. Perhaps all 
sides should recognize this.
